The exchange of article feeds between operators, which is how a post reaches servers other than the one it was injected into. Peering quality decides how quickly and completely a backbone receives new articles; gaps in peering show up later as permanently missing segments. Retail resellers do not peer at all, since they read from their upstream's existing spool.
