The small volunteer body that has administered creation, removal, and charter changes in the Big 8 hierarchies since 2006, replacing the Usenet Volunteer Votetakers and the open ballot. Proposals run through discussion in news.groups.proposals and are decided by the board rather than counted. Its decisions bind only administrators who choose to honour them, since every site controls its own active file.
