A coordinated refusal by news administrators to accept articles originating from a site that will not control abuse by its own users. Passive versions dropped the offending site's posts at each peer; active versions canceled them across the network. Announced with a deadline so the site could act first, it was applied to several large providers in the late 1990s and worked because propagation is voluntary.
